Work you will do

USAID V-LEEP II is helping Vietnam continue its transition to a clean, secure, and market-based energy sector by increasing the deployment of advanced energy systems, improving energy sector performance, and increasing competition in the energy sector. In its work with the Energy Efficiency and Sustainable Development Department (EESD) within Vietnam’s Ministry of Industry and Trade (MOIT), V-LEEP II is supporting the scale-up of e-mobility solutions. This involves: (1) Working with MOIT to enhance the regulatory and policy environment for electric vehicles, and (2) Partnering with the private sector to increase the availability of charging infrastructure

To meet that demand, Deloitte Consulting is seeking applicants interested in the EV Market Specialist position for the USAID-funded V-LEEP II program, which runs through September 2025. The EV Market Specialist is expected to primarily support the private sector related activities and report to V-LEEP II EV Task Lead and Objective Lead.

Responsibilities will include:

  • Lead and coordinate technical assistance activities for EV deployment, including contributing to work products on EV charging standards, an action plan and roadmap for EV deployment and transportation decarbonization, and developing EV interconnection procedures for EV chargers
  • Interface with private sector e-mobility stakeholders on behalf of V-LEEP II
  • Collaborate on the design of e-mobility demonstration and pilot projects

Enough about us, let's talk about you

If you are someone with:

  • Bachelor's degree in economics, finance, energy, engineering, or related field; Master’s degree is an advantage
  • Five or more years of work experience in any one or more of the following areas: energy and/or transportation planning and policy; e-mobility strategies; electric vehicle business models; infrastructure investment; vehicle charging infrastructure deployment
  • Understanding of national and sub-national institutional frameworks, policies, and strategies in the energy and transport sectors in Vietnam
  • Experience working in or with the automobile industry in Vietnam (experience working on EVs a plus) would be preferred
  • Public and private sector contacts in the EV marketplace is an advantage
  • Professional working proficiency in English required (both verbal and written)

This is a local Vietnamese position based in the V-LEEP II project office in Hanoi. Limited domestic travel may be expected as required by project activities. Work and travel will be in compliance with the policies and procedures of the Vietnamese and US governments, Deloitte Consulting, and the V-LEEP II project office. USAID V-LEEP II and Deloitte are committed to creating an inclusive work environment through ongoing recruitment and retention efforts, with a focus on developing a more equitable workplace.
