In support of the Southeast Asia Smart Power Program of the U.S. Government, USAID seeks to support Southeast Asia’s energy sector transformation to an accessible, clean, secure, and market-driven sector by promoting energy trade, mobilizing investment in the deployment of advanced energy systems, enhancing power system flexibility, increasing competitiveness, and a net-zero global emissions goal that supports growing private sector engagements in Southeast Asia to create investment opportunities for U.S. companies.

The primary goal of the Southeast Asia Smart Power Program is to advance renewable energy efforts, regional energy security and market-based energy sectors by increasing the deployment of advanced energy systems, improving energy sector performance and increasing competition in the energy sector. Deloitte plans to engage DTT Thailand to provide support across key objective areas listed in the Statement of Objectives (SOO).

 

Work you will do

 

Deloitte is seeking a Grant Manager for a five-year USAID-funded SEA Smart Power Program in Thailand. The Grants Manager will work with program staff to ensure an accurate, timely, efficient and transparent process for the entire grant’s life cycle, from proposal to close. He/She will oversee and act as the expert for all aspects of the grant making process including all grant administration policies, systems, and documentation to ensure compliance, approvals, incorporate best practices, and ensure excellent controls. Besides, he/she supports the administration of Fluxx Grants Management systems to digitally manage applications, automate approvals, monitor grant activities, finances, and assess grant impact. 

 

The position is intended to be part-time at approximately 50% Level of Effort, but this could be negotiable upwards or downwards and may convert to a full-time position in the future.  The location of work is intended to be Bangkok, Thailand or Jakarta, Indonesia, but location within the ASEAN region and remote work options are also negotiable.

 

Specific tasks are as follows:

  • Manage the overall Grant Program;
  • Support the project technical staff in defining Grants Program needs, activities, goals and expected results;
  • Support the technical staff in developing Grants SOWs as applicable;
  • Prepare  APS, Call for Concept papers and AFAs;
  • Serve as principal contact for all grant applicants and other potential partners and respond to additional requests for information;
  • Organize and lead information sessions for different solicitations as applicable;
  • Organize the evaluation of the applications;
  • Prepare the necessary documentation for  USAID approvals;
  • Prepare grant award packets;
  • Lead post award kick off meetings;
  • Ensure smooth implementation, reporting and tracking of the grants;
  • Develop clear recommendations based on site visits to project sites, program results to date, project implementation challenges and grantee inputs;
  • Ensure that individual project budgets and work plans adhere to stated targets including monitoring individual grantee activity budgets, preparing quarterly accruals, tracks budget spending;
  • Review milestone reports and deliverables for active grants in support of the task manager;
  • Collaborate with grantees to provide project management support, train on USAID rules and regulations, data collection;
  • Organize and maintain all project documents and files related to grant process and individual grantee activities;
  • Support Component Leader in all reporting activities and perform all other duties assigned by the Leader and/or COP.
  • Track the status of all grants;
  • Manage the grants close out.

If you are someone with:

  • Bachelor’s degree (Master’s Preferred)
  • 5-7 years preferred experience with ADS 303 and 2 CFR 200
  • Ability to think and problem-solve creatively
  • Strong basic financial management and budgeting skills
  • Strong project management and time management skills; highly organized and detail oriented
  • The position is open to those with ASEAN nationalities
  • Strong communication in English and Bahasa
