Outreach and Communications Specialist - USAID Project - TH (Contract)

We are now teaming up to work on the Southeast Asia Smart Power Program, a project sponsored by of the U.S. Government. The primary goal of the Southeast Asia Smart Power Program is to advance renewable energy efforts, regional energy security and market-based energy sectors by increasing the deployment of advanced energy systems, improving energy sector performance and increasing competition in the energy sector.
The Outreach & Communications Specialist will support day-to-day communications activities promoting the impact of USAID Southeast Asia Smart Power Program to target audiences while providing communications expertise to the technical team to support project delivery. This position will also be the in-country lead for a communications awareness campaign focused on programmatic themes, like renewable energy and climate change mitigation. They will report to and work closely with the U.S.- based Outreach and Communications Advisor as well as Smart Power Program leadership.
This is a Bangkok-based, long-term position based in the Smart Power Program’s project office. Limited domestic and regional travel may be expected as required by project activities. Work and travel will follow the policies and procedures of the Thai and U.S. governments, Deloitte Consulting, and the Smart Power Program project office. Job description
- Develop strategies and content promoting SPP’s programmatic impact among stakeholder audiences in the region and internationally:
- Support the development of communication materials for meetings and events (e.g., social media toolkits, press releases, presentation slide decks, event materials, speaker bios, banners, talking points, interview questions), as well as long-form and short-form content promoting SPP’s impact and thought leadership across diverse channels, including USAID official platforms.
- Manage and support in-person and virtual project events as needed
- Create and maintain a photo, audio, and video library for use in communications and contractual reporting.
- Provide communications expertise to the technical team to support project delivery:
- Lead the preparation of SPP’s administrative reporting requirements to USAID and relevant counterparts, including bi-weekly, quarterly, and annual reports.

- Support the development of technical presentations and key materials (e.g., reports, workshop and training materials).
- Work with the U.S.-based project management team to ensure all communications and project materials are presentable and in compliance with the Smart Power Program Communications & Outreach Plan, USAID Branding Implementation and Marking plan, and other requirements as needed.

- Support project team to host staff trainings to develop communications skills, such as writing and editing best practices, developing success stories, and social media best practices.
- Work with Smart Power Program leadership, and client to conceptualize and manage a digital and social media communications campaign promoting awareness of the Smart Power Program’s programmatic themes, such as renewable energy and climate change mitigation:
- Act as the in-country lead for conceptualizing and developing a plan for the campaign.
- Liaise with the client (USAID) and project leadership to obtain necessary approvals and ensure compliance with applicable rules and regulations.
- Manage internal staff, influencers, and campaign partners to develop the campaign strategy, content development, and implementation.
- Oversee reporting on campaign successes and impact across the region with Monitoring, Evaluation, and Learning Advisor.
- Perform other related tasks as assigned by COP, DCOP or designee.
Qualification
- 7 years of experience with a BS/BA degree or 6 years of experience with an MS/MA/MBA degree required
- Minimum of a bachelor’s degree in communications, journalism, media studies or any other related field required
- Fluent English and Thai verbal and writing skills required
- For English, an IELTS 8.0-9.0, TOEFL iBT 95-120, EF SET 71-100 score, or equivalent is desired
- Strong attention to detail, ability to meet and exceed deadlines, self-motivated with excellent time management and communication skills (verbal and written) required
- Prior experience with U.S. Embassy, USAID, or other U.S. government-funded projects preferred
- Experience working with other international donor organizations and ASEAN entities desired
- Understanding of clean energy, climate change, environmental and/or power sector issues desired
- Experience with a range of communications and marketing activities required, including:
- Writing and editing press releases, blogs, social media posts, reports, and other communications content in English
- Working with the donor communications units and media to secure coverage for key announcements
- Managing an organization’s online presence across Facebook, Instagram, Twitter, andsimilar platforms
- Managing and staffing in-person, virtual and hybrid events
- Managing vendor, partner and/or client relationships in a professional setting
- Reporting on the impact and reach of outreach and communications activities
- Managing communications awareness campaigns or similar projects
- Basic graphic design and video editing capabilities desired
- Proficient in Microsoft Office Suite required
- Knowledge of cultural and communication norms and expectations in Southeast Asia required
